MSC Sentro ng Wika at Kultura serves as a regional center for the further development of the national language and respective mother-tongues through advanced research and advocacy.

About the MSC Sentro ng Wika at Kultura Director:

Dr. Randy  T. Nobleza is the current director of the Marinduque State College (MSC) Sentro ng Wika at Kulturang  (SWK) Marindukanon. He is engaged with a number of National Commission for Culture and the Arts (NCCA) projects such as Cultural Mapping in Mogpog and Buenavista, Marinduque; Saling Awit at Saling Tula competitive grant and the offering of the Graduate Diploma in Cultural Education (GDCE) at MSC graduate school.  Likewise, he has organized several Komisyon sa Wikang Filipino (KWF) perennial events such as Uswag Dangal ng Wikang Filipino, Tertulyang pampanitikan and Tertulyang pangwika as the regional arm of the said cultural agency. Dr. Nobleza served as convener of the 1stGeneral Consultative Baybayin Conference in 2017. He has also coordinated the Marindukanon Cultural and Arts Studies program (MCASP) with the Department of Education (DepEd) Division of Marinduque, Department of Interior and Local Government (DILG) provincial office, Department of Trade and Industry  (DTI) Marinduque and several Local Government Units of Marinduque. Dr. Nobleza is the MSC School of Liberal Arts (SLA) coordinator of the Center for Language, Indigenous Cultures and Knowledge (CLICK) Marindukanon. He is also an active participant of the Boac Council for Local History, Culture and the Arts as well as other Local Culture and Arts Councils and has touched based with private sector in the province during National Arts, Literature, Heritage, Language, History, Museum, Libraries and Children’s Month. Dr. Nobleza also was able to coordinate the Film Development Council of the Philippines (FDCP) planting seeds: future of Philippine cinema in 2018. He has brokered Marinduque as a Regional Arts Center with the Kaisa sa Sining outreach program of the Cultural Center of the Philippines (CCP).  He has also lobbied for the fruition of Marinduque centennial of autonomy by February 21, 2020 at the National Historical Commission of the Philippines (NHCP), Sangguniang Panlalawigan and the Provincial Government of Marinduque
